Accessibility statement for the Constitutional Court's application for ANDROID


The Constitutional Court has undertaken to making its TC-e application for the ANDROID operating system accessible, in accordance with Royal Decree 1112/2018 of 7 September 2018 on accessibility of public sector websites and applications for mobile devices (hereinafter, Royal Decree 1112/2018 of 7 September 2018).

This accessibility statement applies to the TC-e application, which is available on Google Play from https://play.google.com/store/apps/details?id=es.TribunalConstitucional.TCE&hl=en&gl=US.


COMPLIANCE STATUS


This application is partially compliant with Royal Decree 1112/2018 of 7 September 2018.


NON-ACCESSIBLE CONTENT

The following barriers may exist in the application:


Textual alternatives
  • Some images, text images and icons may not contain sufficient text alternatives. Or the textual alternatives may not correspond to the content.
  • Criterion 11.1.1.1 of the standard UNE-EN 301549:2019

Coherent structure
  • Consistency in the application cannot be ensured in terms of a coherent structure on all screens (menus, headings, list markup, tables, etc.).
  • It cannot be ensured that the texts of headings and labels describe the content correctly.
  • Criteria of UNE-EN 301549:2019: 11.1.3.1, 11.1.3.2 and 11.2.4.6.

Colour contrast
  • Contrast barriers may exist in text elements and interactive elements.
  • Criteria of UNE-EN 301549:2019: 11.1.4.3 and 11.1.4.11.

Extension
  • The content of the application may not be displayed correctly when the text size is increased to 200 %.
  • Criterion 11.1.4.4.1 of UNE-EN 301549:2019.

Keyboard navigation
  • Keyboard navigation may not be entirely smooth, or may not follow the visual order correctly. The focus may not be visible when passing through some of the elements or there may be elements that do not take the focus. There could be changes in the content generated by a change of focus.
  • Criteria of UNE-EN 301549:2019: 11.1.4.13, 2.1.1, 11.2.1.2, 11.2.1.4, 11.2.4.3, 11.2.4.7 and 11.3.2.1.

Software language
  • The default language of some displays may not be determined by a software.
  • Criterion 11.3.1.1 of UNE-EN 301549:2019.

Compatibility with supporting products
  • The application may not correctly transmit some of the features of the application to the supporting products, such as, for example, labels for controls, values or table elements, among others.
  • Criteria of UNE-EN 301549:2019: 11.5.2.3 and 11.5.2.5 to 11.5.2.17.

APPLICATION PROCEDURE


Pursuant to the fifth final provision of Royal Decree 1112/2018 of 7 September 2018, the complaints procedure set out in Article 13 thereof shall enter into force "one year after the entry into force of this Royal Decree", which took place "the day after its publication in the Official State Gazette" (which was published in the Official State Gazette (BOE) No. 227 of 19 September 2019). Consequently, the aforementioned procedure will not enter into force until 20 September 2020.
