Law 19/2013 dated December 9th, on transparency, access to public information and good governance, is aimed at promoting and strengthening the transparency of public institutions, regulating and guaranteeing the right to information concerning these activities and defining the duties incumbent on public officials in terms of good governance.

The law applies to all public administrations and to the whole public activities of the State, as well as to other institutions, such as His Majesty's House, the General Council of the Judiciary, the Constitutional Court, the Congress of Deputies, the Senate, the Bank of Spain, the Ombudsman, the Court of Auditors, the Economic and Social Council, and other similar autonomous bodies and their activities which fall within the scope of administrative law.

The law establishes the duties of publication applicable to public entities in order to guarantee the transparency of their activity and to regulate citizens' right of access to public information.
